Japan ranks second in the world when it comes to the volume of discarded containers and wrapping per person. In 2020, plastics accounted for 28 % of all packaging. Until 2017, Japan exported half the amount of plastic waste to China for disposal. Since then, China has restricted the import of plastics waste. Although exports to Southeast Asia and Taiwan have been increasing since 2018, these countries are also moving to tighten import standards for plastics waste.
Therefore, it is difficult to continue exporting at the same level in the future, and it can be said that Japan needs to make a major shift immediately. The Japanese government is also trying to solve the issues with plastics with a "Resource Circulation Strategy for Plastics" that was published in May 2019. The strategy is founded on the idea of "3R (reduce, reuse, and recycle) + Renewable".
