Finland will replace its Hornet fighters by 2030. The bidding process for the procurement is now ongoing. The procurement includes an obligation for industrial participation: the winning bidder and its partners will cooperate with Finnish companies, with the value of the participation being 30 percent of the purchase price.
The industrial participation related to the HX fighter purchase is an opportunity that is only available approximately every 30 years. Now is the time to seize the opportunity. This will result in the growth of the competence, networks and technological capability of the Finnish defense, safety and ICT industries.
The total value of the participation is approximately EUR 2-3 billion.
The industrial participation in the HX fighter program is open to Finnish companies and research organizations. The participation projects must involve technologies that are critical to national safety or related to strategic industrial know-how.
The know-how of the participants must be related to, for example, one of the following areas:
The HX fighter bidders (OEM, Original Equipment Manufacturer) include Boeing, BAES, Dassault, Lockheed Martin and Saab. Finnish participants can propose their projects to all these companies, their partners or only to the parties of the Finnish participant's choosing.
Finland is committed to open, equal and non-discriminatory bidding process. The industrial participation solutions offered to Finland will be evaluated carefully and equally in the course of the procurement process.
The industrial participation in the HX fighter program will provide Finnish companies and research organizations with new, international business opportunities. In addition, the participation will strengthen the competence and abilities of the selected project partners and Finland in terms of technologies that are critical to national safety.

At the moment, the Finnish project partners and the bidders of fighters are getting to know each other. The project proposals must be presented to the suitable bidders by autumn 2020.
The industrial participation in the fighter program will last for at least 10 years from the procurement decision, which will be made by the Finnish Government in 2021. The actual delivery of the fighters will take place from 2025 to 2030.
