Are there any criteria for joining the program?
Are you excited about carbon neutrality and finding new solutions to the challenges it brings, especially for cities? Welcome to the Decarbonized Cities program! There are no criteria for joining the program, but companies and organisations that have a clear vision and goals for developing carbon neutrality will benefit the most. The program encourages active cooperation and networking with other actors in the field.

Cities play a key role in achieving climate neutrality. The biggest challenges facing cities are related to the built environment, energy, transport and the underutilisation of digitalisation. In addition, carbon neutrality is an important goal for many cities. In the future, solutions from different sectors must work as a seamless whole, such as electric car charging as part of the energy system.
The Decarbonized Cities program increases and strengthens the multidisciplinary offering and expertise for reducing carbon dioxide emissions in cities and meeting the needs of the energy transition – now and in the future.
Target markets of the program
The program builds long-term partnerships with selected foreign cities. Companies get to both develop and sell solutions to the challenges of partner cities.
In the first phase, cooperation has been launched with Madrid, Los Angeles and Singapore. More partner cities are being mapped in selected target markets, such as Norway and France.
Business Finland's goal for the program
- The Decarbonized Cities program helps Finnish companies find new partners and business partners in the field of carbon neutrality. The aim is for Finland to be recognised internationally as a provider of sustainable, carbon-neutral urban solutions.
- The aim of the program is to increase Finland's long-term competitiveness and increase exports. We encourage companies to develop internationally successful solutions, for example, to the carbon neutrality challenges of selected partner cities, in cooperation with other actors.
- The Decarbonized Cities program helps to attract new climate tech investments and international talent to Finland. The aim is for Finnish research and expertise to be seen as of high international quality and for Finland to be an attractive target market in the field of carbon neutrality.
The Decarbonized Cities program supports the goal of Business Finland's Zero Carbon Future mission.
Roadmap
2023 – Launch
The program was launched and an analysis of international partner cities was started. Cooperation with companies and stakeholders in the sector was planned, and the international innovation environment was mapped.
2024 – Enlargement and international cooperation
The first international cooperation agreements were signed and projects were launched in the target markets. Investments were made in companies' RDI projects and networking. EU funding opportunities were actively marketed.
2025 – Strengthening and growth
Companies are actively involved in the program, and stakeholder cooperation is well established. New ecosystem projects are being planned, and representatives of partner cities will visit Finland to learn about our companies' climate tech solutions. The planning of international pilots is progressing.
2028 – Target state
Finland is valued as a provider of carbon-neutral urban solutions, and Finnish companies have found international partners. The program has promoted the creation of competitive solutions for international needs and strengthened the export potential of Finnish companies. The solutions have significantly increased Finland's carbon handprint around the world.
