- cybersecurity, digital defence, critical communications companies and research organisations
- ICT companies with solutions for comprehensive security and resilience, for example through dual-use technologies (e.g. situational awareness solutions)

The rapid development of closely interlinked digital solutions poses a particular challenge to the resilience and security of societies and critical infrastructure.
The Defense and Digital Resilience program aims to increase the RDI, competitiveness and exports of digital security and defence ecosystems as well as companies. Cooperation with various stakeholders, such as regional and national actors and organisations, is particularly important.
Why was the theme chosen?
The changed geopolitical global situation and the hybrid threats it brings with it create instability between states, international trade and public security. Europe's need for self-sufficiency in cyber security and defence has increased. Finland's NATO membership opens up new opportunities and channels for international business and very important international RDI cooperation.
The Defense and Digital Resilience program supports Finnish companies and research organisations in creating new digital solutions that bring solutions to today's security challenges. The aim is to ensure international security and continuity of operations for the needs of the defence sector, critical infrastructure and public security.

Business Finland's goal for the program
The aim of the Defense and Digital Resilience program is for Finnish companies and research organisations to create new digital solutions that provide security and support the continuity of critical infrastructure and the defence sector internationally. Business Finland's goal is to strengthen Finland's position as a sought-after partner in the security sector.
The program aims to:
- Support the achievement of the RDI target (EUR 120 million)
- Support the achievement of the SDGs
- Encourage ecosystems to develop and better cooperate with , for example, the Finnish Defence Forces
- Helps companies grow their exports and create new offerings
- Helps Finnish actors to integrate into European and international business and research networks, including with NATO countries
Roadmap
2024 – Launch
The program was launched and the first cooperation networks were formed.
2025 – Expansion and international cooperation, RDI activities related to the program
Numerous international networking events, the largest being Critical Communications World and the Avalon Airshow.
2026-2027 – Strengthening and growth
The number of participants in the program and the range of services will increase.
Financial advice and RDI support are used more.
2028 – Target state
Finland has strengthened its position globally as a developer of defence and digital resilience solutions and as an attractive ecosystem.
