Exploring One of the World’s Most Advanced Semiconductor Ecosystems
Taiwan is a cornerstone of the global semiconductor industry — not only as a manufacturing powerhouse, but as a highly integrated innovation ecosystem spanning IC design, advanced manufacturing, packaging & testing, system integration, and applied R&D.
The Nordic Semiconductor industry visit to Taiwan offers Nordic semiconductor companies, research institutes, and ecosystem players a unique opportunity to engage directly with Taiwan’s leading industrial, research, and policy stakeholders, and to explore concrete pathways for business collaboration, R&D cooperation, and long-term strategic partnerships.
Eureka network will open an international joint call with Taiwan (Globalstars program) later this year and this industry visit also supports the organizations to connect with partners outside the Eureka network in Taiwan.
This visit is jointly facilitated by the Nordic Chip collaboration partners, together with Nordic trade and innovation organizations, and is designed as a high-level, ecosystem-to-ecosystem engagement platform between the Nordics and Taiwan.
Why Taiwan?
Taiwan hosts one of the most complete and competitive semiconductor ecosystems in the world:
- Taiwan produces over 60% of global semiconductors and more than 90% of the world’s most advanced chips
- It accounts for approximately 21% of global IC design and over 50% of global packaging & testing capacity
- The ecosystem covers the full value chain: foundry, IC design, packaging, testing, equipment, materials, EDA, and system integration
Beyond industrial scale, Taiwan is also making major strategic investments in the future of semiconductors. With the Taiwan Chip-based Industrial Innovation Program, the government aims to strengthen infrastructure, cultivate talent, and significantly expand Taiwan’s global IC design market share over the coming decade.
For Nordic companies, Taiwan represents not a competitor, but a high-value partner ecosystem — offering access to customers, advanced manufacturing capabilities, applied R&D platforms, and opportunities for co-innovation in areas such as:
- advanced chip design and system integration
- heterogeneous integration and advanced packaging
- sensing, photonics, RF and power electronics
- AI, automotive, telecom and industrial applications
Industry Visit’s Objectives
The visit aims to create deep, long-term engagement between Nordic and Taiwanese semiconductor ecosystems by:
- Connecting with key companies, research institutes and universities to identify topics of common R&D&I interests, pilot projects, and talent collaboration.
- Engaging with high-level industrial players to explore concrete business opportunities and supply-chain collaboration.
- Meeting policy and strategy stakeholders to understand Taiwan’s semiconductor strategy, funding instruments, and innovation frameworks.
- Strengthening ecosystem-level dialogue on resilience, technology roadmaps, and future semiconductor value chains.
Program Highlights
The visit program is planned as a 3-day visit (April 21–23), with a Kick-Off Dinner on the evening of April 20.
The program is structured to provide balanced engagement across policy, research, industry, and ecosystem collaboration. The preliminary program will include:
- High-level meetings with key Taiwanese government stakeholders, such as the Ministry of Economic Affairs (MOEA) and the National Science and Technology Council (NSTC), to gain insights into Taiwan’s semiconductor strategy, policy priorities, and public support mechanisms.
- Engagement with leading research and technology institutions, including organizations such as Industrial Technology Research Institute (ITRI) and Taiwan Semiconductor Research Institute (TSRI), to exchange views on applied research, industry collaboration models, and technology development directions.
- Company visits to major Taiwanese semiconductor players, selected based on the final composition and interests of the Nordic industry visit. Discussions are being held with leading foundries, OSATs, IC design houses, and upstream technology companies. Names of confirmed meetings will be announced as they are confirmed.
Depending on the industry visit profile, suggested companies may include following:

- Foundry players such as United Microelectronics Corporation (UMC) and Powerchip Semiconductor Manufacturing Corporation (PSMC)
- Advanced packaging and OSAT leaders such as ASE Group
- IC design and ASIC-related companies such as Realtek, GUC, Alchip, or Faraday
- Compound semiconductor and power electronics players such as VIS, GlobalWafers, WIN Semiconductors, or Hon Young Semiconductor
- Roundtable discussions and thematic forums, focusing on topics such as supply-chain resilience, innovation strategy, funding frameworks, and capital support
- Networking sessions and ecosystem meet-ups, bringing together industry leaders, researchers, investors, and policy representatives
The program will take place mainly in Taipei and Hsinchu area, the core hubs of Taiwan’s semiconductor ecosystem.

Eureka network will open an international joint call with Taiwan later this year and this industry visit supports the organizations to connect with partners outside the Eureka network in Taiwan.

Practicalities and participation fee
To cover the expenses of arranging the visit, Business Finland will charge a participation fee. Participation fee will be charged after the visit based on actual costs but it will not exceed 1000 euros.
The participation fee is max 1000 euros + VAT 25,5 % per person.
Kindly note that the participation fee does not include flights or accommodation for the participant. The organizations joining are responsible of their own direct and indirect travel planning, costs and insurances. Business Finland is not responsible of any costs that may occur, even in the case that the participating organization cancels the visit or the event is cancelled.
