The funding call for the Clean Energy Transition Partnership (CETP) programme for 2025 will open. CETP is a European partnership programme funded through Horizon Europe. The partnership programme aims to strengthen the clean energy transition and contribute to the European Union’s goal of becoming the first climate-neutral continent by 2050.

The programme’s themes cover a wide range of challenges from stand-alone technologies to integrated systems. The themes focus on energy conversion and storage as well as carbon processing and sinks. Other themes include storage technologies, technologies that enable demand response, and P2X technologies that promote electrification and cleaner industry.

The programme carries out international funding calls every year. The fourth call, which opens now, covers more than 30 countries and regions. Learn more about the Clean Energy Transition Partnership.

For which purposes can the funding be applied?

Large-scale international research and development projects focusing on energy and the green transition will be funded based on the funding call. The international call text and thematic call modules have been published on the CETP website.

Finnish parties can apply for funding from Innovation Funding Agency Business Finland to participate in a joint project. Business Finland can finance projects for all call modules. In addition to the criteria and conditions of the international call, the applicants and projects to be funded must meet the criteria and conditions of Business Finland funding.

The projects to be funded must create possibilities for strengthening the competitiveness of companies, transformation and significant new export business. The projects must create obvious added value from cooperation.

Finnish parties to a consortium

Finnish companies and research organisations can participate in the call as part of an international consortium. Finnish companies can participate in consortiums either alone or together with other Finnish partners. Companies can also participate on a self-financed basis.

If one or more Finnish research organisations participate in a consortium, the consortium must also include at least three companies, of which at least two must be Finnish export-oriented companies. It is recommended that at least one of the Finnish companies participates as a party applying for funding.

The entire consortium must also meet the international call criteria.

Business Finland funding

Business Finland is prepared to fund the participation of Finnish parties in joint projects with EUR 5 million in the 2025 call. Business Finland is indicatively prepared to grant funding from EUR 200,000 to EUR 800,000 per project entity. Business Finland adheres to the joint evaluation result of the call when selecting projects to be funded.

The funding will be granted as a subsidy. The level of funding for companies is assessed and defined during the processing of applications on the basis of the project’s share of industrial research costs. The implementation period of the projects can be up to 36 months.

The call includes two phases

Phase 1: The first phase for pre-proposals opens on 11 June 2025. Pre-proposals must be submitted to the CETP application portal by 9 October 2025, 14:00 (CEST). Please contact the contact persons at Business Finland well in advance of submitting your pre-proposal.

Phase 2: Only parties invited on the basis of a pre-proposal can participate in the second phase and submit actual funding applications. The second phase will open on 9 January 2026. The invited parties must submit applications both to the CETP portal and Business Finland’s online service by 12 March 2026, 14:00 (CET). Failure to meet the deadline will result in the rejection of the app

Information events

  • A national information event will be held as a webinar on 25 June 2025 from 2 to 3 p.m.
  • An international information event for call modules 4 (CCUS), 5 (Hydrogen and renewable) and 8 (Industry) will be held on 13 June 2025.
  • An international Q&A meeting for the call will be held on 10 September 2025.
