Finland and Japan Significantly Deepen Cooperation in Dual-Use Technologies
Authorities, large corporations, growth companies and financiers from Japan and Finland are strengthening bilateral cooperation in dual-use and deep technologies, such as space technology and secure digitalization.
Defence and Digital Resilience Program
The aim of the Defense and Digital Resilience program is to produce international pioneering solutions to ensure comprehensive security and resilience.
Business Finland, in cooperation with Japan’s METI and JETRO, is organizing the Japan–Finland Dual-use and DeepTech Business Forum. Around 60 Japanese executives and media representatives participated in a business delegation visit organized in Helsinki on 2 February. The event also included the signing of cooperation agreements.
“Finland and Japan share a long history of cooperation, grounded in values such as societal security, equality and sustainable development. The demand for productivity and security in both industry and public administration are unifying factors at a time when critical infrastructure is facing increasing threats,” says Kirsi Kokko, Head of the Defence and Digital Resilience Program at Business Finland.
“Advanced Finnish communications and cybersecurity solutions, as well as the latest space technologies, have created numerous opportunities for cooperation that are already being actively pursued.
Finnish dual-use solutions and technology innovations have further deepened our cooperation in recent years.

The cooperation agreement between Finland and Japan was signed by Minister of Economic Affairs Sakari Puisto and Vice Minister of Economy, Trade and Industry of Japan Takehiko Matsuo. On the right is Program Lead Kirsi Kokko.
