Energy aid instructions after the funding decision
Approval of the funding decision
A positive funding decision and its terms and conditions must be approved within one month of being notified of the decision. If the decision is subject to a specific condition, the decision will take effect when the recipient has sent a written confirmation that the condition has been met and approved the decision in the online service. The decision must be approved within one month of the fulfilment of the condition. The person approving the decision must be authorised to represent the organization.
You should also review the funding decision and its appendices with the person responsible for your company's accounts (accounting firm, your own accountant) and the auditor.
Project accounting and tracking
The recipient of the funding must set up its accounting so that project costs can be clearly identified and their connection to the accounts and reported costs can be verified without difficulty.
Record costs and maintain project accounts right from the start of the project. The cost estimate attached to the funding decision shows the approved costs for the project. Only purchase products and services for the project that are in accordance with the project plan and funding terms.
The recipient of the funding must provide a description of the project accounting and working time tracking when submitting the first interim report. The description must indicate that project accounting and any required monitoring of working hours have been arranged in accordance with the terms of funding.

Reporting
Reporting is done according to the schedule of the funding decision in the Reporting section of the e-service. The person appointed as the responsible project manager is in charge of the project’s reporting.
Anyone authorised to view the project information in the e-service can edit the report. However, the report cannot be edited by multiple users at the same time. The report can only be submitted by the responsible project manager or a person who has the right to represent the company.
With the final report, the beneficiary must submit an audit report by an independent auditor covering the entire project period. A standardised report template can be found on Business Finland's website. If the number of purchase invoices in a project is five or less, the audit report can be replaced by attaching to the report a general ledger extract from the project accounting, copies of purchase invoices, and payment documents with a bank archiving ID indicating that the invoices have been paid. However, an inspection report must be submitted whenever salaries are reported for the project. A group or associated company must always submit an auditor's audit report on the costs incurred by them from the project.

In connection with the first reporting, a description of the project's accounting and working time tracking must be submitted.

Always attach a payroll specification as an appendix to the report whenever you report salaries.

If the project includes reporting purchases from associated or group companies, also provide the cost statement from the associated/group company along with its own separate auditor’s review report. Submit all documents related to each associated/group company purchase as one complete set in a single PDF.

Include an order or contract document for the main equipment order.

If the audit report has not been submitted and the investment has been financed by hire purchase or leasing, a contract document must be submitted as an attachment.

- In investment projects, a statement on the progress of the project must be presented in connection with each report/account by answering the questions in the report carefully.
- The report should include an account of the project's total funding.
- The recipient of the funding must provide information on the insurance of the investment and name the insurance company.
- In investment projects, a copy of the binding order or agreement must be submitted as an attachment to the report in order to verify the date of their conclusion.

In audit and investigative audit projects, Business Finland submits the details to Motiva Ltd when the recipient of the funding has given their consent to it when approving the funding decision. Motiva Oy issues a statement to Business Finland on the content and scope of the audit report. Before the final accounts of the project, the recipient of the funding must submit site-specific review reports and summary tables (paataulu.xls or kuntataulu.xls) to Motiva Oy via Motiva's extranet service.
In in-depth investigation projects, a separate appendix form 'In-depth investigation project data collection form' (in Finnish) must be attached to the report/accounting.
Disbursement of funding
The funder will pay the funding on the basis of an approved report submitted by the deadline. The right to the granted funding or part thereof lapses if the recipient of the funding fails to submit the reports or requested additional information by the deadline specified in the funding decision or separately provided by the funder.

Project schedule and changes
The reporting and cost accounting of the project must be done within the deadline given for reporting. If the report and cost statement are not submitted by the deadline, the energy aid will not be paid. If there is a need to change the timetable mentioned in the support decision, the amendment application must be submitted before the current schedule expires.
