Business Finland's change negotiations concluded

The co-operation negotiations at Innovation Funding Agency Business Finland and and change negotiations at Business Finland Oy have concluded. The negotiations began on August 25, 2025, and were completed on October 5, 2025. These negotiations concerned the entire Business Finland staff, excluding personnel who will transfer to the Ministry for Foreign Affairs at the turn of the year.

The negotiations stem from Business Finland's broader renewal, which includes an organizational reform, a strategy update, and the Finnish government’s productivity program. The goal is to create a simpler, more efficient, and customer-oriented Business Finland, enabling smooth processes for both domestic and international clients.

At the start of the negotiations, the employer estimated that up to 65 positions were to be discontinued. Significant changes to work role or terms of employment were estimated concern 100 employees.

As a result of the change negotiations, a total of 46 employees will have their employment terminated: 17 from the Innovation Funding Agency Business Finland and 29 from Business Finland Oy.

Additionally, there will be significant changes to job duties and employment terms for 48 employees at the Innovation Funding Agency Business Finland and 10 at Business Finland Oy. Minor supervisory role changes will affect approximately 150 employees, with 130 at the Innovation Funding Agency Business Finland and 20 at Business Finland Oy.

– These decisions have not been easy. However, they were made following careful evaluation and are aimed at strengthening Business Finland’s future operations, says Business Finland’s Director General, Lassi Noponen.

–In a rapidly changing world, Business Finland must renew itself, make strategic choices, and update its ways of working, says Noponen.

New organization starts in January 2026

Business Finland’s new organization will begin in January 2026. At the same time, Business Finland’s new strategy period will commence.

– In our new strategy, our core mission remains unchanged. We will continue to help Finnish companies grow and renew, create prosperity for Finland, and promote the spread of expertise throughout society, says Noponen.
